Best Doctor Ever

Very random thing that happened out of a conversation me and my brother had about the best Doctor ever, basically just taking iconic pieces of clothing from most of the Doctors and slapping it together. Badly colored and barely referenced, it was intended as a quick sketch but my brother made me color it. He decided it was his thirteenth or final Doctor (assuming he has more than 13 regenerations).

He has four hats. (From 7, 11, 1, 11 again and 5)
Three scarves. (1, 4 and for some reason Sherlock)
Two bowties on top of the scarves because they are just that cool. (11, 2)
Ridiculous hair inspired by various Doctor. Also he's ginger.
A ridiculously colorful suit (6) and celery in his pocket (5)
An umbrella (6 and 7)
A sonicscrewdriver (everyone but 1) with three diodes of different colors and a random yellow light out of nowhere.
Random questionmarks all over (7)
And at last for no reason whatsoever.... an hourglass-cutie mark.
